"The theme of this book is that religion is deeper than God. Religion is a deep, distinct, and comprehensive worldview: it holds that inherent, objective value permeates everything, that the universe and its creatures are awe-inspiring, that human life has purpose and the universe order. A belief in a god is only one possible manifestation or consequence of that deeper worldview".
No es necesario creer en Dios o dioses para ser religioso. Todos, incluso los ateos, son religiosos, si se exaltan ante la naturaleza, se comprometen con valores éticos irreunciables, y viven su vida con responsabilidad. Toda persona que se toma seriamente su mortalidad, en definitiva, es religiosa.
Como filósofo del derecho, Dworkin extrae las consecuencias jurídicas y políticas de esta definición de religión: "Freedom of religion is not restricted to opinions about a god, but embraces all deep convictions about the purpose and responsibilities of life". Lo cual equivale a subsumir la libretad religiosa bajo la categoría más amplia de la libertad de conciencia.
